The nine domains that each State is ranked against form the foundation of PHCUOR. In discussing the nine domains, with input from each State, the goal is to develop an understanding as to how to effectively and efficiently achieve PHCUOR. 
To reposition PHC Boards and Agencies and build a strong PHC system that works in Nigeria, the following will form key panel discussions and breakout sessions during the summit;

• Minimum Service Package and One PHC per Ward: A catalyst for decentralization and equity in providing integrated PHC services for the benefit of women and children

• Universal Health Coverage and the State Health Insurance Scheme: What is the role of the SPHCDA/MB and every PHC center in implementing a successful health insurance scheme?

• Saving One Million Lives P4R Initiative: This elaborate Program for Results (PforR) is geared towards improving measurable health indices in Nigeria.

What is the health sector performance in Nigeria so far, what is the involvement of SPHCDA/MB? The initiative comprises of several components, which will contribute to saving one million lives. What is the role of PHC in achievement of goals in this initiative? 

• System Strengthening and Development Partner’s Collaboration: How can we ensure reduced partner overlap and more effective coordination and collaborations?

• Use of technology to make PHC more effective- the Nigeria perspective

PHC is responsible for delivering and implementing various specialized health programs.

How can each Agency or board strengthen the PHC centers to deliver these services?

How can the Agencies get the Federal and state Governments to sustain support for these programs?

How can the system deliver more targeted community-centered programs to meet the felt needs of the population, while getting the community to take leadership and ownership?

• HIV/AIDs and Sexually Transmitted Diseases

• Environmental Health Water Sanitation and Hygiene

• Prevention of non communicable diseases (Hypertension, Heart disease, Sickle cell disease, Bronchial asthma, Diabetes Mellitus, Smoking related diseases, Cancers, Oral Health, Mental Health conditions, Primary Eye Care, Occupational related diseases (e.g. asbestosis, silicosis), etc.

• Provision of Essential Drugs

• Health Management Information System (M&E, DHIS2)Human Resource for Health: How can we retain doctors, nurses and midwives in PHC facilities?

What incentives can be given to retain them?

How can we get the State Government to employ more health workers given financial restraints?

How can health workers be paid promptly?

How do we build more capacity and provide on the job training for health workers?

Implementation of Task shifting policy in various states.

New Horizons: New public health concerns are continuously emerging. Therefore, it is necessary that the health sector in Nigeria addresses these concerns and plans for the future. The new health concerns that are emerging in Nigeria that need to be addressed are as follows:

• Local government autonomy and how it affects PHCUOR

• BHCF

• Role of private sector and Development partners in PHC development in Nigeria

• Primary mental health 

• Primary eye care

• Home care

• Cancer screening and primary management of non communicable diseases

• Primary Health Care in Security compromised environment (Security of Health Workers in Fragile Areas)
